§ Unit & Scout involvement
§ Communicate the plan
§ Alumni involvement

Metrics:
§ 10,000 youth by 2010
§ 3,000 volunteers by 2010
§ 20,100 hours of community service logged into Good Turn for America
§ 20 new Heritage Society members for Endowment
